MEES vs EPC: regulation or certificate?
An EPC is the certificate that measures a building; MEES is the regulation that says what that certificate must show before you can lawfully let it.
The two are constantly conflated. The EPC is a document with a rating and a 10-year life. MEES — the Minimum Energy Efficiency Standards — is the legal regime that uses that rating as a threshold, currently band E for non-domestic property in England and Wales, with band C and band B proposed for 2027 and 2030. You cannot comply with MEES without an EPC, but holding an EPC does not by itself mean you comply.

Choose MEES when

Choose EPC when

The practical work is the same exercise: get an accurate, current EPC, then read it against the MEES thresholds that will apply during your hold period, not just today's.
Common questions
+Does an expired EPC breach MEES?
If no valid EPC exists, the MEES minimum standard does not apply during that period, but you cannot lawfully market or let the property without one, so it is not a workaround.
+Can I improve my MEES position without physical works?
Sometimes. Many older certificates were lodged with default assumptions; a re-assessment with evidenced plant and lighting data can lift a rating a band without any works at all.
