+What is an Energy Performance Certificate (EPC)?
An Energy Performance Certificate rates a building's asset energy efficiency on an A to G scale, in the same way appliances are rated, and lists recommendations for improvement. EPCs are required whenever a building is sold, let or newly constructed, and remain valid for 10 years from lodgement.
+Do I need a new EPC every time I sell or rent out my building?
No. As long as a valid EPC exists for the building it can be given to any prospective buyer or tenant. An EPC lasts 10 years, and the same certificate can be reused throughout that period unless the building is materially altered or extended.
+How long does a commercial EPC take to produce?
A straightforward single-let commercial unit is typically surveyed and lodged within five to ten working days, and we run a fast-track service for transaction deadlines. Complex or Level 5 buildings requiring dynamic simulation take longer because the model has to be built from drawings and plant schedules.
+What are Level 3, Level 4 and Level 5 EPCs?
The levels describe the complexity of the building and the competence required to assess it. Level 3 covers simple buildings with standard heating and ventilation, Level 4 covers buildings with more complex services, and Level 5 covers buildings whose systems cannot be represented in SBEM and must be modelled using Dynamic Simulation Modelling.
+What is a Level 5 EPC and when do I need one?
A Level 5 EPC assesses complex buildings with high-technology HVAC systems using Dynamic Simulation Modelling rather than SBEM. It is needed where systems such as chilled beams, VRF with heat recovery, atrium ventilation or complex controls fall outside SBEM's capability, and it usually produces a fairer, more accurate rating for that kind of building.
+What is a Display Energy Certificate (DEC)?
A Display Energy Certificate shows the actual measured energy use of a public building over the previous 12 months, rated A to G, and must be displayed where visitors can see it. Unlike an EPC, which rates the building's design, a DEC rates how the building is really being operated.
+Which buildings need a Display Energy Certificate?
Public authority buildings frequently visited by the public and over 250m² of useful floor area require a DEC. Buildings over 1,000m² need a DEC renewed annually with a 7-year advisory report, while those between 250m² and 1,000m² need a DEC every 10 years.
+Are there exemptions from needing a commercial EPC?
Yes. Places of worship, temporary buildings in use for under two years, stand-alone buildings under 50m², certain industrial sites and workshops with low energy demand, and listed buildings where compliance would unacceptably alter their character can be exempt. Exemption is judged building by building, and the safest route is a short assessment before marketing.
MEES & lettability

+What are Minimum Energy Efficiency Standards (MEES)?
MEES require landlords of non-domestic privately rented property in England and Wales to hold an EPC of at least band E. Since 1 April 2023 this applies to all existing let non-domestic property, not just new tenancies, so a sub-standard building must either be improved or carry a valid registered exemption.
+What happens if I let a commercial property below EPC E?
Letting or continuing to let a sub-standard non-domestic property without a registered exemption is a breach of the MEES Regulations and local authorities can impose civil penalties based on rateable value, alongside publication of the breach. In practice the commercial risk usually bites first, through failed lettings, delayed transactions and price chips.
+What are the proposed 2027 and 2030 MEES thresholds?
Government policy has signalled a tightening of the non-domestic minimum standard towards EPC C by 2027 and EPC B by 2030, subject to confirmation. Prudent asset owners are planning capital works now against those dates, because the works required to move a mid-band building to B are frequently fabric and plant replacements that only make sense at lease or refurbishment events.

+What MEES exemptions are available to commercial landlords?
The main non-domestic exemptions cover measures that fail the seven-year payback test, cases where consent from a tenant, lender or planning authority is refused, situations where measures would devalue the property by more than 5%, and recently acquired properties. Exemptions must be registered on the PRS Exemptions Register with supporting evidence and generally last five years.
+Should I improve a sub-standard asset or register an exemption?
Improve where the works also protect value, rent and lettability; register an exemption where the payback genuinely fails and the asset is heading for redevelopment or disposal. Exemptions are a five-year pause rather than a solution, so we model both routes and compare them against the likely 2027 and 2030 thresholds before recommending one.
New build & Part L

+What is an SBEM calculation for new buildings?
SBEM, the Simplified Building Energy Model, is the government's approved methodology for calculating the monthly energy use and carbon emissions of a non-domestic building from its floor area, fabric, conditioning, hot water and lighting. For new buildings it is used to demonstrate compliance with Part L of the Building Regulations at design stage and again as built.
+When do I need Part L design-stage and as-built calculations?
A design-stage BRUKL is required before work starts to show the proposed building complies, and an as-built BRUKL plus the new-build EPC is required at completion to reflect what was actually installed. Building control will not sign off without the as-built submission, so late design changes must be fed back into the model.
+What changed under the 2021 Part L uplift?
The 2021 edition tightened target emission rates substantially for non-domestic buildings, introduced a primary energy target alongside carbon, brought in tougher fabric and services standards, and added photographic evidence requirements for as-built compliance. It is a staging post towards the Future Buildings Standard, so schemes designed to the old edition rarely pass unchanged.
+What is an Energy and Sustainability Statement?
An Energy and Sustainability Statement is a planning document that sets out how a development meets local and national carbon reduction policy, usually following the be lean, be clean, be green, be seen energy hierarchy. Most London boroughs and many other authorities require one before determining a major application.
+How early should an energy consultant join a design team?
Ideally at RIBA Stage 2, while orientation, glazing ratios, fabric strategy and plant selection are still open. Energy advice introduced after Stage 4 can usually only add cost, because the cheap carbon savings are locked into decisions already made.

+What is Dynamic Simulation Modelling (DSM)?
Dynamic Simulation Modelling is a computational method that simulates a building's performance hour by hour across a full year using real weather data, occupancy patterns and system behaviour. It predicts energy consumption, thermal comfort and indoor conditions far more accurately than steady-state tools, which is why it underpins Level 5 EPCs, TM52, TM54 and Part L compliance for complex buildings.
+What is thermal modelling and what does it tell me?
Thermal modelling simulates how heat moves through and around a building so you can see where fabric performance, solar gain or system sizing is causing problems. It identifies where insulation or glazing specification should change, whether spaces will overheat, and where heating and cooling plant is oversized and costing money.
+What is a CIBSE TM52 overheating assessment?
TM52 is the CIBSE methodology for assessing overheating risk in naturally ventilated, non-domestic buildings using three adaptive comfort criteria applied to a full year of simulated data. Planning authorities increasingly require a TM52 assessment to show a scheme will remain comfortable without resorting to mechanical cooling.
+What is a CIBSE TM54 operational energy assessment?
TM54 predicts a building's real in-use energy consumption, including small power, catering, lifts, server rooms and out-of-hours operation, none of which appear in a Part L compliance model. It exists to close the performance gap between the regulated figure and the energy the occupier will actually pay for.
+What is the benefit of using DSM and Level 5 EPCs?
DSM and Level 5 EPCs give a far more detailed and accurate picture of how a complex building actually uses energy, so investment decisions are made against real behaviour rather than a simplified proxy. On large or highly serviced assets that regularly avoids specifying measures that would not have paid back, saving significant capital expenditure.
+Why does my building's EPC rating not match its energy bills?
An EPC is an asset rating that models a standardised pattern of use, while your bills reflect real occupancy, hours, equipment and behaviour. A building can hold a good EPC and still perform badly in use, which is exactly the gap a DEC or a TM54 operational energy assessment is designed to expose.

+What is a Section 63 Action Plan?
In Scotland, owners of non-domestic buildings over 1,000m² must produce an energy performance Action Plan when selling or letting, unless the building meets 2002 building standards or better. The Action Plan identifies the building's emissions and sets out the physical improvement works required, which must then be carried out within 3.5 years or deferred by annual operational ratings.

+What information do you need before starting an assessment?
For most non-domestic assessments we need floor plans and elevations, details of the heating, cooling, ventilation and lighting systems, any construction or refurbishment specifications, and access for a site survey. Where drawings are missing we can measure and record on site, which adds time but not complexity.

EPC vs DEC
An EPC rates how a building was designed and built; a DEC rates how much energy it actually consumed over the last 12 months.
SBEM vs DSM
SBEM is a simplified monthly calculation suitable for standard buildings; DSM simulates the building hour by hour and is required where systems are too complex for SBEM to represent.
MEES vs EPC
An EPC is the certificate that measures a building; MEES is the regulation that says what that certificate must show before you can lawfully let it.
TM52 vs TM59

Retrofit vs rebuild
Retrofit is usually faster, cheaper and lower in embodied carbon; rebuild only wins where the existing fabric or floorplate cannot economically reach the target rating or the required rent.
Heat pump vs gas boiler
Replacing gas heating with a heat pump almost always improves a commercial EPC rating, but only pays back where the fabric and emitter temperatures suit low-flow-temperature heating.
In-house vs consultant
In-house teams can manage registers and evidence efficiently; accredited consultants are required to lodge certificates and are usually better value on complex modelling and portfolio strategy.
